On July 3, the Executive Committee of “Laoniu Special Fund for Ecological Restoration and Protection” was convened in Hohhot. Director of the Executive Committee: Lei Yongsheng, Director General of the Foundation; Deputy Director: Deng Kan, Secretary General of China Green Carbon Foundation, and Zhang Xiaoquan, Chief Scientist of The Nature Conservancy; members: Dong Shuhua, Deputy Inspector of Inner Mongolia Autonomous Region Forestry Administration, An Yaqiang, Secretary General of this Foundation, He Yu, Assistant Secretary General of China Green Carbon Foundation, and Lin Kuo, Director of TNC Inner Mongolia Project, all attended the meeting.
Executive Committee Meeting of “Laoniu Special Fund for Ecological Restoration and Protection”
Laoniu Special Fund for Ecological Restoration and Protection was initiated and established under China Green Carbon Foundation with RMB 10 Million donation from this Foundation. It aims at subsidizing the implementations represented by “Inner Mongolia Shengle International Eco Zone Project” and other environmental projects targeting mitigating and adapting to climate change and ecological protection and restoration.
Cheng Yu, representative from the construction unit, report project report to the Executive Committee
During the meeting, Cheng Yu, General Manager of the Engineering Department of Inner Mongolia Hesheng Ecological Afforestation Co., LTD., reported the project report of Inner Mongolia Shengle International Eco Zone to the Executive Committee on behalf of the construction unit.
In 2010, Lao Niu Foundation, The Nature Conservancy, China Green Carbon Foundation and Inner Mongolia Autonomous Region Forestry Administration jointly initiated the project; in 2015, work in construction period was completed; in 2016-2018, the project entered curing period.
The project has restored a total of nearly 40,000 mu barren mountains, planted over 3.3 million pinus sylvestris, Chinese pine, needle juniper, ansu apricot and sea-buckhorn in the carbon sequestration forest. The survival rate of nursery stocks reached over 90% and the biodiversity in the area has increased from less than 30 to over 70. With normal management and protection, it is estimated that it can absorb a fixed amount of 220,000 tons of carbon dioxide in the next 25 years, capable of delivering the 160,000 tons of carbon dioxide subscribed by The Walt Disney Company. Apart from ecological benefits, the social benefits and economic benefits of the project are also becoming increasing prominent. The temporary employment opportunities created by 1.14 Million work-day of the project benefit over 10,000 people from 2690 peasant households in 4 villages and towns; the curing period will also provide 18 long-term operating posts; according to calculations, the ecological service function and ecological value of the land already restored by the project can reach about 15 Million Yuan in each year.
Later, Bai Xiangyang, Manager of the Engineering Department of Dahua Engineering Management (Group) Co., Ltd., and Bai Zhangpeng, Executive Deputy Manager of Beijing Sichuang Construction Supervision Co., Ltd., reported the condition of supervision to the Executive Committee on behalf of the Supervising Unit of the project.
Conclusion of supervision: “in the process of construction, the project is able to conduct construction according to the design drawing. The results of construction have reached design requirements, the engineering quality is qualified, the survival rate within the curing period has reached acceptance standard and satisfied the requirements agreed in the contract. Project acceptance is agreed”.
Later, the Executive Committee raised questions regarding the construction and supervision work in the construction period, went deep into matters related to the curing period, and proposed to implement “completion and acceptance and project audit of construction period” and “related management and protection and supervision work in curing period”, strengthen project innovation and promote the “sustainable ecosystem strategy oriented poverty elimination” model of the project to more areas.
