As China's economy enters a new stage of high-quality development, especially driven by the goal of carbon peak and carbon neutrality, planting green ecological undertones and facilitating low-carbon development has become a new path for social capital to participate in the construction of ecological civilization.


In the recent report on the work of the Government in 2022, it was stated that we should continue to improve the ecological environment and promote green and low-carbon development.  We will strengthen pollution control and ecological protection and restoration, strike a balance between development and emission reduction, and promote harmony between man and nature.

 

China contributes to sustainable development of the world

 

Today, the concept of sustainable development has become a global consensus and bears on the building of a community with a shared future for mankind. Based on the requirements of sustainable development, China has made a major strategic decision to achieve carbon peak by 2030 and carbon neutral by 2060, which has established its image as a responsible major country and demonstrated its sense of responsibility. Carbon peak and carbon neutral will promote the "green recovery" of the post-epidemic world economy and create a strong synergy for sustainable development of the world.


On October 25, 2021, "the State Council general office on encourage and support social capital to participate in the protection and restoration of ecological opinions "(hereinafter referred to as" opinions "), encourage social capital to "independent investment model", "cooperation pattern with the government" and "public participation mode" in form of ecological restoration, and working together to build an ecological civilization.


As early as 2016, the China Green Carbon Foundation, Inner Mongolia Lao Niu Foundation and other organizations jointly launched the "Winter Olympic Carbon Sequestration Forest" project of 30,000 mu. The project has also become a useful practical case for promoting low-carbon green development and sustainable development in the mode of public welfare participation.

 

Innovation in public welfare contributes to green social development

 

Through the "public participation model", the government provides the platform and the China Green Carbon Foundation organizes the implementation. Lao Niu Foundation donated 74.38 million yuan in the first phase of public welfare funds, mainly for the implementation of the project. The funds needed for later management and protection can be raised through various means, such as raising social capital or the government's management and protection in accordance with the standard of public welfare forest.

 

The implementation of the project is of great significance to protect the ecological security of the Beijing-Tianjin-Hebei region, promote the coordinated economic and social development of the Beijing-Tianjin-Hebei region and the joint management of the ecological environment. At the same time, it has greatly improved and beautified the ecological environment around the host site of the Winter Olympic Games, and provided an excellent public welfare model for tackling climate change and green low-carbon development.

The core area of the project is located along the traffic arteries of Chongli District of Zhangjiakou City, Chicheng County and Huailai County, where the Winter Olympic Games will be held. Zhangjiakou belongs to continental monsoon climate in East Asia, with an annual precipitation of about 400mm, and is a representative arid ecosystem in China.  Arid ecosystems account for 41 percent of the earth's land area, support about 38 percent of the global population, host about one-third of global biodiversity hotspots, and provide habitat for 28 percent of endangered species.  Arid ecosystems are vulnerable to severe water stress due to lack of water and are extremely sensitive to extreme climatic events and human interference.  The implementation of the project has played an important role in reducing soil erosion, curbing land degradation and protecting important water sources in the Beijing-Tianjin-Hebei region.

 

With the design concept of "Nature-based Solutions (NbS)", the Carbon Sequestration Forest project of the Winter Olympics has planted about 2.3 million trees, with Pinus tabulaefolia and Pinus sylvestris as the main tree species for afforestation, combined with grass and irrigation vegetation, restoring more than 30,000 mu of barren mountains and wasteland.  Over the 30-year life of the project, it can absorb about 380,000 tons of carbon dioxide from the atmosphere.  The approved and registered carbon dioxide can be used to neutralize the carbon emission of the institution itself, or the income from carbon sink trading can be used to continuously serve the management and protection of carbon sink forest in the later period.

 

During the construction period, the project will provide local employment opportunities of about 730,000 working days. It is understood that the carbon sequestration project of the Winter Olympics has not yet been developed into an ecological industry, and social capital can further help rural revitalization through the development of ecological industry together with government departments.

Following the principle of "three species and seven responsibilities", the carbon sequestration Forest project will continue to carry out the management and protection work of young forest tending, disease and insect pest control, fire prevention, patrol and so on.  The project will not be phased out until the certification and emission reduction record is issued to reach 380,000 tons of carbon dioxide equivalent.


Despite the arduous journey, with the support and encouragement of the National Forestry and Grassland Administration, Hebei Forestry and Grassland Administration, zhangjiakou Municipal People's Government, and the exploration and efforts of the China Green Carbon Foundation and the Lao Niu Foundation, the degraded land has gradually turned into green waters and green mountains. If we pursue green development and achieve ecological economy, everything will become a reality instead of a dream.
