In recent years, climate and environmental change has become a major challenge which integrating science, environment, social and economic development and human survival.  Under the effects of climate change, natural disasters present new time and space distribution characteristics and the development change rule, find out the future development trend of climate change under the background of natural disasters occur, clear China's future climate risks, practical and effective response to climate change strategy, it will achieve the great rejuvenation lay a solid basis for China.

 

In the context of global climate change, climate-related natural disasters occur frequently, and their impact on the safety of people's lives and property and on economic and social development is becoming increasingly serious.  The UN Environment Programme (UNEP) has released its adaptation Gap 2021 report: On the Eve of the Storm, which was calling for urgent global action to adapt to intensifying climate impacts.  In the face of more and more natural disaster events caused by extreme weather and climate risks, it is an important task to make strategic adjustment to disaster prevention and mitigation and relief work from the perspective of adaptation to climate change.

From July 17 to 23, 2021, Henan Province of China was hit by a rainstorm rarely seen in history, which caused severe floods. In particular, Zhengzhou city suffered heavy casualties and property losses on July 20.

 

The heavy rain in Zhengzhou, Henan province on July 20 has drawn wide attention from the whole society.  In order to effectively deal with climate change under the frequent natural disasters, do a good job in disaster prevention and mitigation, and improving the capacity of disaster emergency response, maximum forecast risk, reduce the harm and loss caused by climate change to the people, Lao Niu Foundation and One Foundation co-sponsored "under the background of climate change, natural disasters strategy research and practice" project. With the Chinese academy of agricultural sciences institute of agricultural environment and sustainable development, such as risk management innovation research center of Beijing normal university research institutions and experts team, based on typical case Henan catastrophic floods and other natural disasters, explore under the background of global warming climate change adaptation social organization emergency response strategy;  In Henan and other disaster-hit areas, the "Safe Home- Lao Niu Life School" community knowledge of disaster prevention and mitigation and emergency response capacity building were carried out. Through the formation of teams, training, exercises, the introduction of assessment mechanisms, the development of professional emergency rescue teams, to improve community disaster prevention and mitigation and emergency rescue capabilities. Based on practical case analysis, the project analyzed the adjustment and improvement of public participation strategies for disaster prevention and mitigation and disaster response strategies under climate change conditions. From "prevention, fight, to avoid, reduce, save" each link all-round carding, the project explore the disaster response program of adaptation to climate change, in the public response to natural disasters risk education, popularize knowledge of disaster prevention and reduction, improve the public on the scientific cognition of natural disasters, strengthen risk awareness, strengthen the adaptability of climate impact, to further promote mechanism perfect emergency system.

The Circular of The State Council on the issuance of the 14th Five-Year Plan for the national emergency response system mentioned that: work safety, disaster prevention, mitigation and relief work, actively promote the modernization of emergency management system and capacity.

 

Improving urban climate adaptation capacity and systematically promoting resilience construction will be one of the powerful levers for multi-subject forces to effectively deal with natural disasters. By building resilient communities and carrying out disaster prevention, mitigation and relief education, the whole society should work together to enhance the public's risk awareness and ability to help each other, so as to reduce disaster risk and jointly protect our homeland.
